バークリーは、City College of New Yorkでthe fall term 1951-1952に”Digital Computers and Techniques”というタイトルの授業をおこなうなど、コンピュータ分野に強い興味・関心を持った人々を対象としたコンピュータ教育や普及活動をおこなうとともに、コンピュータによって第二の産業革命（”Second Industrial Revolution” [Berkeley, E.C. (1956) Tyniacs, p.4）が生じるといったコンピュータ革命論などの主張により、1950年代にコンピュータの社会的普及に寄与した人物である。

バークリーは、「mechanical brains、electric brains、brain machines 、machines that thinkとしてのコンピュータ」という宣伝文句（あるいは比喩）のもとに、Giant Brainといった著作の出版、Squeeというロボット[図1参照]の製作、コンピュータ教育用のコンピュータ・キットSimon[図2参照]製作プラン[注2]、Geniacなどのelectrical toy kitsの販売などをRadio ElectronicsやPopular Electronicsといったホビイスト向け雑誌（hobbyist magazine）を通じておこない、1950年代にコンピュータという新技術・新製品の有用性を社会的に広く知らしめた大衆的啓蒙家・普及者(popularizer)、エバンジェリスト(evangelist)として知られている。
なおバークリーは、掛け算・割り算・引き算・足し算などの計算だけしか計算を実行できない「計算」機械、すなわち、算術演算(arithmetical operation,四則演算）しか取り扱えない手動の歯車式計算機などの「calculatorとしての計算機」と、論理演算(logical operation, Boolean operation) をも取り扱える「computerとしての計算機」[注3]の違いの積極的意味をわかりやすく印象づけるためのキャッチフレーズとして、「mechanical brains、electric brains、brain machines」などという用語を用いている。
バークリーの著作は、Berkeley (1949) Giant Brains［バークリー(高橋英俊訳, 1957)『人工頭脳』みすず書房］も含めて3冊が翻訳されている。
